To
invest in education is cheaper than in repression
|
According
to Latin-American Institute of Nations Matched for Prevention of
Delict and Handling of the Delinquent (Llanud), while the State
destines R$ 1600 for month to keep an intern into the Febem (social
state institution responsible for youngers and children with social
troubles), spends just R$ 700 per year with a pupil in basic education.
Based on it, the Institute edited, in 2001, one little book against
the thesis of the reduction of the criminal majority of 18 for 16
years, due on the fact that the reduction would not inhibit the
crimes. "If we lower the criminal majority for 16 years, dealers
will use boys of 15 ", says the researcher of the Ilanud Túlio
Kahn. For Llanud, socioeducative measuresin open a way they can
be a better output. They are cheaper than the internment - R$ 100
for month - and more efficient in relapse terms.
